Tamron SP 28-75mm f/2.8 XR Di LD-IF

Anyone on a budget should definitely consider this lens. For only around $350, this Tamron 28-75 f/2.8 is a fast lens with a wide aperture (fixed 2.8) at a very nice price. The main complaints are that the auto-focus can be a little slow in low-light and slightly loud. Some say that it can be soft around the edges of pictures. But most owners of this lens stand by it wholeheartedly as a solid lens. The comparable lens in the Canon family would be the 24-70 f/2.8 which is about 4x the price. It is made of plastic compared to the metal of the Canon L-lens, but that also means it's much much lighter. If you get a good copy of this lens it will be tough to beat. People would say that the picture quality is as good as an L-lens (for a quarter of the cost!). Definitely worth checking out as the reviews are glowing. And make sure you get the one for Canon cameras!
